PROBLEM TO BE SOLVED: To provide an image monitoring device can determine the presence of a suspicious person from a monitor image with a photographed person in a monitoring area without requiring complicated operation when installed. SOLUTION: The image monitoring device 10 has an imaging part 100 acquiring monitor images sequentially; a person region detecting means 211 detecting a person region from the monitor image; an arrangement information storage means 220 storing the feature point arrangement of a front-facing face beforehand; a face direction detecting means 212 extracting the feature points of the face from the person region and comparing them with information of the arrangement information storage means 220 to detect the discrepancy amount of the feature point positions from the front-facing face; a suspicious behavior determining means 214 determining a suspicious behavior concerning the person region if the discrepancy amount of the feature point position is not less than a predetermined amount corresponding to the state of turning the face away; a tracking means 213 tracking the corresponding person region in a plurality of sequentially obtained monitor images; and a suspicious person determining means 215 determining the suspicious person based on the number of times of determining the person region tracked by the tracking means, as the suspicious behavior.
