<P>PROBLEM TO BE SOLVED: To provide the radio communication system capable of easily supporting a number of association rules. Ž<P>SOLUTION: The radio communication system comprises a plurality of first radio communication devices and a second radio communication device for performing distributed transmission. The second radio communication device includes a resource association portion. The resource association portion performs a procedure comprising the steps of: writing turn information for each virtual resource block into a two-dimensional array to form a block interleaver; using a turn for reading the turn information from the block interleaver in a row direction as information for specifying the physical resource allocation unit, and using information specifying the remaining physical resource allocation unit corresponding to the turn information as a turn for reading the turn information in a row direction from a block interleaver, in which each column is replaced within the block interleaver, to generate an association rule; and determining the physical resource allocation unit for assigning a signal of the virtual resource block.
