<P>PROBLEM TO BE SOLVED: To raise detection accuracy of unauthorized opening of a cargo to reduce occurrence of an erroneous report. Ž<P>SOLUTION: This terminal 200 for cargo loading is loaded on the cargo to be delivered, and includes: an illuminance sensor 290 which measures illuminance in the cargo; a threshold information storage part 209 which stores a threshold table by every time zone in which time zones are associated with a first threshold used as a reference of the illuminance for determining whether or not the cargo is opened; an illuminance determination part 210 which determines whether or not the measured illuminance is equal to or more than the first threshold corresponding to a time zone in which the current time is included by referring to the threshold table by every time zone; and a report part 212 which reports that the cargo is opened in an unauthorized manner to a monitoring center 400 which is connected to a network to monitor the terminal 200 for cargo loading when the measured illuminance is equal to or more than the first threshold.
