A DLL circuit (100) comprises a delay line (110) which, when it receives an input of a reference signal, adds amounts of delays to a phase of the reference signal by respective delay devices (120) and outputs delayed signals of the respective delay devices. The DLL circuit further comprises a phase comparator (130) which compares phase differences between the reference signal and the delayed signals delayed by all of the plurality of delay devices of the delay line by using the delay signals and/or the reference signal that have been phase-adjusted by a phase-adjusting circuit (200). The DLL circuit also comprises delay-device controlling circuits (140, 150) for inputting a control voltage value generated from the phase differences outputted from the phase comparator to each of the plurality of delay devices of the delay line, the control voltage value being a value which synchronizes the delay signals compared by the phase comparator with the reference signal compared by the phase comparator.
