PROBLEM TO BE SOLVED: To surely prevent a misfeasance by setting a double locked state.

SOLUTION: In a double locked state where a block member 24 is positioned at a block position restraining a second sublever 17 at a locked position, unlocking operation of a lock knob 6 enables a second lock lever 15 and a first sublever 16 to move from a locked position to an unlocked position against the energizing force of a spring 25, while restraining the second sublever 17 at the locked position.
