PROBLEM TO BE SOLVED: To provide a road surface freeze forecasting system that accurately forecasts whether road surface in frozen in a specific location predicted to be frozen from relationships between meteorological conditions and freeze stored for the specific location. SOLUTION: An in-vehicle apparatus 12 mounted on a vehicle 11 and an information center 13 store weather information and freeze information for a specific location predicted to freeze in association with each other. Specifically, past weather changes to road surface freeze are stored as freeze management data. A freeze forecasting part of the information center 13 collates current weather information for the specific location with the stored freeze management data to forecast whether the road surface is frozen in the specific location in consideration of the past weather changes. The information center 13 then sends the forecast to the in-vehicle apparatus 12 mounted on the vehicle. The freeze of the specific location can be forecasted on the vehicle 11.
