PROBLEM TO BE SOLVED: To provide the technology for creating information for making the following estimation possible when a plurality of vehicles are estimated to perform similar movement with certain degree of probability by making a vehicle travel on a road that is affected by a factor outside the vehicle, such as a road that controls vehicle travel by a traffic light that is turned on interlockingly. SOLUTION: Vehicle speed identification information for identifying vehicle speed of a vehicle on a road is acquired for a plurality of vehicles. Based on a distribution of the vehicle speed identification information, the vehicle speed identification information is classified into groups corresponding to motions of the vehicle.
