<P>PROBLEM TO BE SOLVED: To achieve a control apparatus which reduces waste time to improve performance of the whole communication processing using waiting time from starting to completion of data communication to an I/O device to another operation. Ž<P>SOLUTION: The control apparatus which transmits or receives data from a processor to the I/O device which relays communication with a device of a plant includes: a communication data storage memory which stores a plurality of sets of data; and a communication control apparatus which sequentially accesses the plurality of sets of data to perform the data communication with the I/O device.
