<P>PROBLEM TO BE SOLVED: To provide a cleaner that can improve both cleaning efficiency and scraping-off efficiency from a fur brush and can excellently clean a surface of an image carrier for a long period of time in a fur-brush cleaner. Ž<P>SOLUTION: The cleaner (8) removes a developer from the surface of the rotating image carrier (5). The cleaner includes: a cleaning brush belt (81) comprising an endless belt where a brush (83) is arranged to be implanted in an outer periphery of the brush belt, wherein the brush (83) collects the developer by rubbing the surface of the image carrier; a scraping member (86) for scraping off the collected developer from the cleaning brush belt; and a plurality of conveying rollers that include at least a conveying roller (84) provided facing the image carrier and a conveying roller (85) provided facing the scraping member (86), that suspends the cleaning brush belt and that drive to convey the cleaning brush belt.
