PROBLEM TO BE SOLVED: To prevent the deterioration in a picture element transistor by the light emitted from an organic EL element. SOLUTION: On a substrate 10 of an EL panel 1, by dividing a gate insulating film 11 and an interlayer insulating film 12 in the direction along a surface of the substrate 10 in a part corresponding to a part between gate electrodes 6a and 5a and a picture element electrode 8a so that an area provided with a driving transistor 6 and a switch transistor 5 and an area provided with the organic EL element 8 are made respectively independent, the light emitted by the organic EL element 8 is prevented from reaching the driving transistor 6 and the switch transistor 5 by being conducted to the gate insulating film 11 and the interlayer insulating film 12, to prevent the deterioration and light leakage of the driving transistor 6 and the switch transistor 5 by the light emitted from its organic EL element 8.
