<P>PROBLEM TO BE SOLVED: To provide an ultrasonic flowmeter and a flow rate measurement method for calculating an incident angle substantially matched with an actual incident angle, improving the flow rate measurement accuracy by using the incident angle and accurately calculating a flow speed and a flow rate. Ž<P>SOLUTION: The ultrasonic flowmeter 300 for measuring the flow rate of a to-be-measured fluid 50 comprises: at least one voltage amplitude measuring means 340 for measuring voltage amplitudes of ultrasonic signals received by a plurality of transmissive ultrasonic transducers TD1-TD4 for receiving the ultrasonic signals transmitted through the to-be-measured fluid among the incident ultrasonic signals; an incident angle determining means 370 for determining the incident angle of the incident ultrasonic signal based on a plurality of the voltage amplitudes measured by the voltage amplitude measuring means 340; and a flow speed/flow rate calculating means 440 for calculating the flow rate based on the incident angle determined by the incident angle determining means 370.
