<P>PROBLEM TO BE SOLVED: To provide a photonic crystal spatially controlling resonance efficiency, and allowing reduction of leakage of light in transversal directions, and to provide a surface-emitting laser using it. Ž<P>SOLUTION: The photonic crystal has: a first region having a basic periodic structure into which defects are introduced, reflecting light of a wavelength λ; and a second region having the basic periodic structure, and reflecting the light of the wavelength λ.
