<P>PROBLEM TO BE SOLVED: To provide a program generating device and program generating method for automatically generating a program more properly. Ž<P>SOLUTION: The program generating device stores in advance a program including a plurality of regions, stores in advance specification data including the plurality of regions, recognizes each region of the stored program, sets update permission setting information for each region, generates a program on the basis of information on a region of the specification information corresponding to a region set to permit update in the update permission setting information, and overwrites a program storing the generated program.
