<P>PROBLEM TO BE SOLVED: To provide a developing device which improves the stirring performance and the dispersion performance of a liquid developer in a developer container without adding a new member or remarkably changing its configuration, and to provide an image forming device which is satisfactory in image quality and low in cost. Ž<P>SOLUTION: The developing device includes: a developer carrier 20Y which holds the liquid developer thereon; a developer supply member 32Y; a developer carrier cleaning member 21Y which cleans off the liquid developer on the developer carrier 20Y; supplying parts 31aY, 74Y, and 77Y which supply the liquid developers to the developer supply member 32Y; a recovery part 31bY which recovers the liquid developer supplied from the supply part 31aY, and the liquid developer recovered by the developer carrier cleaning member 21Y; and a conveying member 34Y by which the liquid developer recovered by the recovering part 31bY is conveyed in the direction of a developing device recovery path for recovering the liquid developer at one end thereof.
