<P>PROBLEM TO BE SOLVED: To maintain a cooling or heating effect in a building by keeping heat conduction between the inside of the building and outside air low, and to make an appearance of the building neat in accordance with the intended use of the building. Ž<P>SOLUTION: This outside air shutoff device of the building is characterized in that: frames 2 as a rectangular metal cylinder are arranged on upper, lower, right and left sides, connected and fixed to form a frame body in a quadrangular front shape; a surface of the frame body is covered with a shielding material 4; a shielding body 1 is formed by fixing an end of the shielding material 4 to the frame 2 by means of a shielding material fixing implement 5; and the single shielding body 1 is fixed to the building, or the plurality of shielding bodies are vertically or horizontally fixed to the building.
