<P>PROBLEM TO BE SOLVED: To solve a problem of one conventional rotor groove incorporating a vane composed of one blade wherein the performance, such as the sealing property between the vane and a cylinder inner peripheral surface, is difficult to be improved. Ž<P>SOLUTION: A fluid pressure rotary device comprises a rotor 20 rotating in a cylinder 10 around a rotation shaft eccentric to a center shaft of the cylinder 10, and a plurality of vanes 30 incorporated movably to the radial direction in the respective rotor grooves 22 which are provided for the rotor 20 in a radiation shape and contacting the inner peripheral surface 11 of the cylinder 10.
