PURPOSE: A magnetic recording medium and a magnetic recording and reproducing device are provided to reduce affects by cross-talk and thermal drift. CONSTITUTION: A magnetic recording medium includes a disc-shaped substrate and a plurality of recording bits formed on the substrate. The bottom surfaces of the recording bits are installed on the substrate side and the top surfaces are opposed to the bottom surfaces. In the radial direction, the width(Twb) of the bottom surface is greater than the width(Twt) of the top surface. The bottom surface is rectangular, circular, or elliptical shape. The record bits are formed of a hard magnetic material.
