A system includes user accommodation apparatuses at various locations and central apparatus. A user submits a request to use an application to a user accommodation apparatus (UA) from a terminal. On receipt of the request the current UA determines which of the other UA's holds the application requested by the user based on information managed by the central apparatus (DC). Having determined which UA holds the application is moved to the current UA and the user provided with the application service. On moving the application the master record at the CA is updated. If the application has not been accessed for a predetermined time period the application may be moved to the CA from UA. In one embodiment the application may be a portal program through which a user can designate a further application.
