PROBLEM TO BE SOLVED: To provide a speech communication information recording program, a speech communication information recording apparatus and a speech communication information recording method, for appropriately dividing the burden origin of a call charge for one telephone number. SOLUTION: A computer is made to execute: a procedure of receiving information specifying a call originating telephone number and information specifying a call terminating telephone number from a telephone set on a call originating side; a speech communication relay procedure of establishing speech communication between the telephone set on the call originating side and the telephone set on the call terminating side on the basis of the received information; a billing destination determination procedure of determining a billing destination for the call terminating telephone number using a management means for managing the identification information of the billing destination of the call charge by telephone number; and a billing destination recording procedure of relating the identification information of the determined billing destination and the identification information of the speech communication and recording them in a storage device.
