<P>PROBLEM TO BE SOLVED: To provide a headlight light-distribution control device and a headlight device capable of preventing a driver from having wrong feeling in the irradiation direction of a headlight at the time of a large steering operation by the driver when a turning behavior of a vehicle becomes at oversteer. Ž<P>SOLUTION: When the turning behavior of the vehicle is at neutral steer, an irradiation angle of the headlight is controlled at a steering target irradiation angle θhl. When the turning behavior is shifted at large oversteer and the driver largely steers a steering wheel to a driver steering angle δd exceeding a neutral zone, the irradiation angle of the headlight is controlled to a final target irradiation angle θfinal wherein a steering target irradiation angle θd corresponding to the driver steering angle δd is largely taken into consideration. Consequently, the irradiation angle of the headlight becomes an irradiation direction wherein the steering direction of the driver is largely taken into consideration, and the driver does not have any wrong feeling in the irradiation direction of the headlight.
