<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an information displaying panel preventing adhesion of particles to a filling tank inner wall, increasing a rate of particles filled into a cell on a substrate, increasing a filling speed, improving filling efficiency, and stabilizing even a filling amount of the particles to be filled in the cell on the substrate. Ž<P>SOLUTION: In the method of manufacturing the information displaying panel of installing a second substrate having the cell housing a display medium particle group in a lower part in the filling tank, and filling the particle group in each cell by dropping the particle group from an upper part of the filling tank, the inner wall 18a of the filling tank 18 is composed of a conductive material having an insulating layer 19 on a surface, and voltage of a polarity the same as a charged polarity of charged particles to be filled composing the particle group is applied to the inner wall of the filling tank.
