<P>PROBLEM TO BE SOLVED: To inhibit the reverse rotation of an internal combustion engine during a stop of the internal combustion engine. Ž<P>SOLUTION: A start control device 100 for an internal combustion engine 200 is provided with: a hydraulic motor 105 for starting the internal combustion engine 200 by being driven by the pressure of a working fluid; a one-way transmission means 203 transmitting drive torque generated by the hydraulic motor to the internal combustion engine in one way; a first control valve 104 for establishing communication between an upstream side and a downstream side of an oil passage 101 when a valve is opened, shutting off the communication between the upstream side and the downstream side of the oil passage 101 when a valve is closed, and provided at an upstream side of the hydraulic motor 105; a second control valve 106 provided at a downstream side of the hydraulic motor 105; and a control means 300 for inhibiting a flow of the working fluid at least at a periphery of the hydraulic motor 105 by shifting open and close states of the first control valve 104 and the second control valve 106 to a valve close direction when the internal combustion engine 200 rotates in a reverse direction.
