PROBLEM TO BE SOLVED: To provide an image heating device which prevents the occurrence of offset and toner contamination by further reducing the amount of paper powder, dust, etc. adhering to the surface of a fixing member in response to the further increase of the speed and service life of an image forming apparatus main body. SOLUTION: The image forming apparatus includes: a heat-fixing device 106 which passes a sheet material P having an unfixed toner image through a fixing nip portion formed by a rotatable fixing film 110 provided with a heating heater 111 and a pressure roller 120, to fix a toner image on the sheet material P; a conductive discharge rubber roller 125 which is arranged so as to come into contact with the sheet material P in such a state that it passes through the fixing nip portion; and a bias applying means 116 which applies a fixing bias to the fixing film 110. In the image forming apparatus, a bias having a polarity opposite to that of unfixed toner is applied while the unfixing toner image formed on the sheet material P does not pass through the fixing nip portion.
