PROBLEM TO BE SOLVED: To prevent deterioration of transmission quality, and immediately perform highly reliable frame data transfer in a network system with a plurality of switches connected to a plurality of transfer networks forming a network. SOLUTION: An apparatus is provided with: the switches connected to the transfer networks forming the network; broadcasting ports 10 by which the respective switches connect with the plurality of the transfer networks; terminal ports connecting with terminals; a frame data transfer unit 40 which controls transfer destinations of the frame data; an address learning table unit 41 which stores corresponding to address information 42 storing addresses showing transmission sources of the frame data, port information 43 receiving the frame data, and transfer flag information 44 showing either one of transferring the frame data to all broadcasting ports 10, or transferring the frame data to broadcast ports 10 shown by the receiving port information 43; and a timer unit 45 which changes the transfer flag information 44 in a predetermined interval.
