<P>PROBLEM TO BE SOLVED: To create an interpolation frame with higher quality by discriminating a still region in a dynamic image and switching a derivation method of interpolation MV in accordance with a discrimination result. Ž<P>SOLUTION: A second switching section 601 acquires first interpolation MV from a motion vector allocation section 106 and acquires a still region determination signal from a still region determination section 107, respectively. When the still region determination signal is a signal indicative of a still region, the first interpolation MV is output to an interpolation frame creation section 109 as interpolation MV. When the still region determination signal is a signal indicative of a non-still region, the first interpolation MV is output to a vector filter processing section 602. The vector filter processing section 602 performs vector filter processing upon the input first interpolation MV, acquires second interpolation MV and outputs it to the interpolation frame creation section 109 as interpolation MV.
