<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus for forming a conversion image appropriately adjusted in gradation and granularity while reducing the effect in periodicity of an image that repeats a density change periodically in a narrow region. Ž<P>SOLUTION: The image processing apparatus includes: an error buffer 201 for holding an error that occurs when a density value is converted; a threshold control section 206 which sets a threshold for performing conversion on the basis of a value obtained by multiplying, by a control coefficient, a differential between a density value of an attention pixel and an aggregated density value obtained by aggregating density values of pixels around the attention pixel; and a quantization section 207 which converts the density value of the attention pixel into N gradations on the basis of the error of the surrounding pixels held in the error buffer 201, the density value of the attention pixel, and the threshold.
