<P>PROBLEM TO BE SOLVED: To provide a method for performing scheduling to select radio terminals satisfying required communication quality as many as possible in a beam forming system in a multi-user environment. Ž<P>SOLUTION: The base station includes: a first beam forming means to form m beams using a plurality of antennas; a pilot signal transmitting means to transmit a pilot signal by each of m beams; a reception state value receiving means to receive the reception state values of m beams from the radio terminals; a communication quality acquisition means to acquire information on the required communication quality of each radio terminal; a scheduling means to determine n (1≤n≤m) beams to be used, and n radio terminals to which n beams are allocated so that n radio terminals satisfy the respective predetermined communication quality; a second beam forming means to form the beam with respect to each of n radio terminals; and a data transmitting means to transmit data by the beam formed with respect to each radio terminal.
