<P>PROBLEM TO BE SOLVED: To provide a content converting apparatus for generating an electronic document, that can be outputted to a device which is not compliant to non-still picture data, from an electronic document containing the non-still picture data without losing information. Ž<P>SOLUTION: When outputting an electronic document containing non-still picture data to a device that can not display non-still picture data thereon, a content converting apparatus uses steganography to embed information about non-still picture data into a still image associated with the non-still picture data. The content converting apparatus outputs thereafter an output electronic document wherein non-still picture data is replaced with the image in which the information about the non-still picture data has been embedded. A user images paper or the like, on which the output electronic document has been printed, using an image processor and causes the image processor to analyze the information about the non-still picture data to acquire link information or the like, thereby accessing the non-still picture data.
