<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus that can properly discriminate the character properties. Ž<P>SOLUTION: The image processing apparatus includes a character color determining unit 225 which determines the color of a character from input image data; a MIN(RGB) generating unit 203, which generates image data of MIN(RGB) from the input image data; a character property determining unit (MIN(RGB)) 211, which determines properties of the character from the image data of MIN(RGB); a MAX(RGB) generating unit 213, which generates image data of MAX(RGB) from the input image data, a character property determining unit (MAX(RGB)) 221, which determines properties of the character from the image data by MAX(RGB); and a character property selecting unit 227, which selectively outputs the character property determination result of MIN(RGB), or the character property determination result by MAX(RGB).
