It is made possible to select an appropriate modulation encoding method, considering other party's point of view, in adaptive modulation encoding control. A receiving portion (1a) receives data from communication devices (2, 3, 4). A transmitting portion (1b) transmits data to the communication devices (2, 3, 4). A control portion (1c) adaptively determines a modulation encoding method for data reception and transmission. As a first step, a method with a small transmission rate or a less power requirement is selected out of a plurality of candidate modulation encoding methods. As a second step, if resources cannot be secured when the modulation encoding method selected in the first step is used, the modulation encoding method for at least some communication devices is changed to one with a higher transmission rate.
