<P>PROBLEM TO BE SOLVED: To provide a winter tire having improved on-snow traction performance. Ž<P>SOLUTION: A tread 14 consists of a surface layer 21 formed of a rubber having a shore A hardness of 50-56, and an internal layer 22 formed of a rubber having a shore A hardness two point higher than the rubber for the surface layer 21. The surface layer 21 is formed so that a tire center portion 10A is thicker than a tire shoulder portion 10B.
