<p><P>PROBLEM TO BE SOLVED: To uninterruptively replace a SPD, even under the conditions where it is difficult to stop power on the occurrence of a failure of the SPD. <P>SOLUTION: An SPD live-line separating device is installed on the power supply line side of the SPD inserted between a lower supply line and a ground.
