PROBLEM TO BE SOLVED: To support a business improvement matched to a market environment by covering a part not enough by objective evaluation of a company activity.

SOLUTION: A validity analysis part 150 determines validity of a budget value acquired by a budget value acquisition part 110 and a performance value acquired by a performance value acquisition part 120 based on the past performance values accumulated by a performance value accumulation part 140. A gap analysis part 170 calculates an attainment level of a current term from the validity-determined budget value and performance value. The gap analysis part 170 calculates a customer satisfaction from customer evaluations acquired by a customer evaluation acquisition part 130. The analysis part 170 calculates a gap between the attainment level and the customer satisfaction. A micro analysis part 180 performs micro analysis relevant to target value of each KPI (key performance indicator) obtained by adjusting the budget value of the current term relevant to each KPI, thereby calculating a target value for each of further segmentalized items of the KPI.
