<p><P>PROBLEM TO BE SOLVED: To provide a relay device and program, which are capable of reducing a cut amount of the initial portion in telephone conversation just behind a telephone call connection has been established. <P>SOLUTION: There is provided a firewall device which transmits received vocal packets to a terminal device at a transmitted end when a telephone call connection has been established between terminal devices at the transmitted end and a received end in the case of having had received the vocal packets from a terminal device at an incoming end. In the firewall device, if the telephone call connection has not been established when the vocal packets had been received, the received vocal packets are started to be buffered.
