<p><P>PROBLEM TO BE SOLVED: To provide a network relay apparatus and terminal device notifying a user of the terminal device about notice information from a network inexpensively. <P>SOLUTION: When notice information of which a user of a terminal 4 is notified is generated by a notice information generating section 35, a transmission section 24 of the network relay apparatus makes a bit stream when the notice information is defined as binary information, correspond to a gap time between packets to be sequentially transferred to the terminal 4 by means of a gap time converting section 36, instructs a transfer function section 32 so as to make the gap time between packets corresponding to a binary number "0" smaller than a reference time "A" predetermined as a case where notice information is not present, and to make a gap time between packets corresponding to a binary number "1" greater than the reference time "A", and sequentially transfers the packets to the terminal 4 with the gap time that is varied in accordance with the notice information.
