<P>PROBLEM TO BE SOLVED: To detect inappropriate e-mail including a sentence concealed by malicious intent. Ž<P>SOLUTION: Acquired e-mail is decomposed by a character string splitting means 1a into character strings of minimum unit having linguistic meaning. By a content rate calculation means 1b, a character string without meaning by itself is extracted therefrom, and a content rate is calculated at which the extracted character string is included in an entire sentence. By a determination means 1c, according to whether the calculated content rate is within a permissible range, whether or not the e-mail is appropriate is determined. By a mail classification means 1d, e-mail determined as being appropriate is passed, and e-mail determined as being inappropriate is stored in a held mail storage means 1e and passing thereof is held.
