PROBLEM TO BE SOLVED: To provide ozone and a negative ion generator which shall not secondarily produce ozone at a negative ion generation state. SOLUTION: A counter electrode 14 is arranged at a far position from a discharge electrode 12 so as not to generate corona discharge between the discharge electrode 12 and the counter electrode 14 at the time of generation of the negative ion. When applying voltage to the discharge electrode 12, air discharge is generated at a tip of the discharge electrode 12. Decomposition reaction of an oxygen molecule and following ozone generation reaction are not advanced, since electron discharged in the air from the tip of the discharge electrode 12 does not have energy enough to generate decomposition reaction of an oxygen molecule at the time of corona discharge.
