PROBLEM TO BE SOLVED: To provide a porous plug wherein this range of the porous plug worn with the oxygen-washing, is restrained while allowing oxygen-washing when starting the use of the porous plug during waiting, and the stability of the operation and the cost reduction are attained. SOLUTION: A cut-off layer 3 for cutting off the permeation of molten steel, is set between ventilative refractories 2-1, 2-2 and even while limiting the range for permeating the molten steel, the molten steel is permeated into the ventilative refractory 2-2 positioned at the top-end side of the porous plug having the cut-off layer 3 to allow to be used for the firing-origin when oxygen-washing.
