<P>PROBLEM TO BE SOLVED: To provide a photon detection circuit and a photon detection method that can accomplish high-accuracy discrimination even if a sampling clock has a jitter. Ž<P>SOLUTION: A photon detection circuit in which photon detection is performed by applying gate pulses S20 to a light-receiving element 10 at predetermined periods, includes: a gate-period averaging section 13 that generates averaged waveform data S23 by averaging sampled waveform data S22 output from a light-receiving element 101 in the individual predetermined periods; a phase shifting section 15 that shifts at least one of the phases of the averaged waveform data S23 and sampled waveform data S22 so that a phase difference S24 between the averaged waveform data S23 and sampled waveform date S22 output from the light-receiving element is eliminated; and a discrimination section 16 that discriminates a photon detection based on the phase-adjusted sampled waveform data S22c relative to the phase-adjusted averaged waveform data S23c.
