PROBLEM TO BE SOLVED: To improve various conditions relating to an operation of an emulsion fuel generated by mixing waste oil, petroleum, water and the like. SOLUTION: A fuel mixing device 51 mixes waste food oil transported from a fuel transporting equipment 3, heavy oil, water and an emulsifier to generate an emulsion fuel and transport the fuel to a diesel engine power generator 1. The power generator 1 outputs information to a diesel engine fuel mixing controller 6, the information indicating operational characteristics of a main body 11 and concentrations of NOx and PM (particulate matter) in an exhaust gas when the emulsion fuel is combusted. The mixing controller 6 calculates appropriate flow rate distribution of the waste food oil, heavy oil, water and emulsifier based on the information from the power generator 1. The mixing controller 6 acquires information about the current flow rates per unit time of the waste food oil, heavy oil, water and emulsifier measured by various measuring devices 35 to 38, and controls numbers of revolutions of motors 39 to 42 so as to control the distribution of the flow rates to the above calculated flow rate distribution.
