A cooccurrence dictionary creating system includes a language analyzing section for analyzing the modification relation between bunsetus after specifying the bunsetus by carrying out morpheme analysis of a text, a cooccurrence relation collecting section for collecting cooccurrence of nouns in each bunsetu of the text, modification relations between nouns and declinable words, and modification relations between declinable words, as cooccurrence relations, a cooccurrence score calculating section for calculating the cooccurrence scores of the collected cooccurrence relations according to the frequencies of the cooccurrence relations, and a cooccurrence dictionary storage unit for storing a cooccurrence dictionary describing the correspondences between the calculated cooccurrence scores and the cooccurrence relations.
