Thus, the teeth of the pinion gear portion 71 come in contact with a push block 87 and pushes it in outward direction in conjunction with a force of a block urging spring 87A, whereby a rotating lever 88 is rotated by the push block and the lower end portion of the rotating lever 88 gets disengaged from the tip end portion of a gear-side arm 89. As a result, the gear-side arm 89 is rotated by an urging spring 90 in outer direction and rotates a mechanical arm 92 through a coupling shaft 91 to make the pawl 43 engage a ratchet gear 26 of a take-up drum unit 6.
