Provided is a phase difference plate (10) including a light-transmitting flat body (110) and a solidified liquid crystal layer (130) formed as a continuous film from the same material and supported by the flat body. The solidified liquid crystal layer includes a plurality of regions (130a, 130b, 130c) having the lowest refraction index in the thickness direction. The regions are aligned on the flat body and have an in-plane phase difference and a thickness-direction phase difference which are different in accordance with the degree of the orientation irregularities and the anisotropy of the orientation irregularities of a mesogen.
