<p><P>PROBLEM TO BE SOLVED: To provide a toner supply roll that is free from uneven supply of toner and able to improve toner scraping performance, and to provide a manufacturing method therefor. <P>SOLUTION: A sponge elastic layer 2 is formed along the circumferential face of a shaft body 1. Cell openings 21a formed by cells 21 composing the sponge elastic layer 2 are distributed in the circumferential face of the sponge elastic layer 2.
