PROBLEM TO BE SOLVED: To achieve a speedy different-frequency hand-over and different-RAT hand-over of high quality.

SOLUTION: A user device 100 includes: a connection state processing section configured to measure communication quality of a cell that belongs to two or more layers and to report the measurement result to a base station device 200 based upon first priority reported with a first control signal reported from the base station device 200 in an RRC_Connected state, and to perform a hand-over process as instructed by the base station device 200; and a standby state processing section configured to measure communication quality of the cell that belongs to the two or more layers based upon second priority reported with a second control signal reported from the base station device 200 in an Idle state, and to determine a cell to stand by based on the measurement result.
