PROBLEM TO BE SOLVED: To provide a reference signal generating circuit which generates a reference signal for switching a plurality of switching regulators at different timings without employing a logic circuit, and to provide a power supply circuit, and electronic equipment. SOLUTION: According to the reference signal generating circuit 20, a capacitor 214 is charged and discharged to generate a triangular wave signal. SW power supplies 10 and 30 performs switching at different timings based on the triangular wave signal. A comparator 218 sets a flip-flop 220 when the capacitor 214 reaches a peak potential, while a capacitor 219 resets the flip-flop 220 when the capacitor 214 reaches a bottom potential. When an inverted Q terminal of the flip-flop 220 is in a LOW level, a switch circuit 213 is turned on and discharges the capacitor 214, and when the inverted Q terminal of the flip-flop 220 is in a HIGH level, it is turned off and charges the capacitor 214.
