PROBLEM TO BE SOLVED: To provide a resin-based decorative sheet and a material which are composed of a biomass raw material, has no influence of rust due to moisture permeation or strength deterioration on a steel plate substrate and also can inhibit warpage of a woody substrate. SOLUTION: The decorative sheet is made by providing a film or sheet-like substrate (2) having the moisture permeability in the range of 0.01-10 g/m<SP>2</SP>/day at 40°C, 90% RH on one or both sides of a film or sheet-like substrate (1) having at least the moisture permeability in the range of 50-1,500 g/m<SP>2</SP>/day at the above temperature and RH.
