PROBLEM TO BE SOLVED: To provide a method forimparting the high wettability to water on a surface of an optional base material. SOLUTION: In the method for making the surface of the base material intio a super-hydrophilic state, an aggregate layer of a diagonal prismatic structure is formed on the surface of the base material by the oblique vapor deposition method with its angle of elevation from the surface being <90°.
