PROBLEM TO BE SOLVED: To provide a sleeve printing plate and a method of manufacturing the sleeve printing plate that can be manufactured at a low cost, recycled as a raw material of plastic resin or a rubber material after use, and stored and transported in a space-saving manner. SOLUTION: The sleeve printing plate 30 mounted to a cylinder of a printer for use has a cylindrical sleeve plate material 31 formed of plastic resin or a rubber material with Shore (A) hardness of 30 to 100, and plate bodies 33 with image data are provided engraved on the outer peripheral surface of the sleeve plate material 31.
