PROBLEM TO BE SOLVED: To provide an ion generating element that prevents a leak to a heater electrode at a low cost while giving consideration towards safety, and to provide a charging device and an image forming apparatus. SOLUTION: The ion generating element 1 includes: a discharge electrode 22 and an inductive electrode 23, both of which are provided so as to face each other with an upper dielectric body 21a sandwiched therebetween; and the heater electrode 25 which is disposed on a surface of the upper dielectric body 21a at a side on which the inductive electrode 23 is provided, and which generates heat using Joule heat produced by a passage of an electrical current. A distance between the discharge electrode 22 and the heater electrode 25 is longer than that between the discharge electrode 22 and the inductive electrode 23. Further a shield electrode 26 having a connection for ground is provided between the heater electrode 25 and the inductive electrode 23 on the surface of the upper dielectric body 21a at the side on which the inductive electrode 23 is provided.
